I've rewrote the shipping fee module so that if you have not entered your zip code then when you select to add to cart, you will be prompted to enter your zip code, and then the item will be added to cart with the shipping fee added for that item. The prompt will only come up if the item does not have free shipping and requires your zip code. You may see the discounted shipping fee on the page outside the shopping cart if you select and enter your zip code from the top menu.
