***URGENT!*** Severely dehydrated crestie

I'm not even sure how long ago this was, I'm guessing 2 1/2 weeks, one of my adult cresteds escaped and went running off, I immediately could not find him. Tore the room up and looked for days, but he was nowhere to be found. He just showed up in the center if the floor severely dehydrated and barely moving/responding. How do I rehydrate him!? Is there any hope for him after that long? I don't have access to a vehicle to get him to a vet at this very moment, but if necessary I can look for a ride, but is there anything I can do right now? Thank you!

Unfortunately, Blizzard passed away shortly after finding him. RIP buddy, I'm sorry I failed you!
