Here's a pic of the 2nd Terrarium I made for my Juvie

And here's the adult one with the added Bromelaid and air plant

I added springtails about 3-4 days ago to both tanks but I haven't seen one yet. How long does it take for the to start eating feces and waste in the tank? If I saw just one somewhere in the substrate I'd be confident their little society would start.

They'll start eating the waste as soon as they find it.
You shouldn't worry too much about not seeing them especially since they're so tiny. If you want to insure the culture gets off to a good start, you could add brewers/baking yeast, pieces of mushrooms or even old CGD every few days so they have something to eat. I've used all four at different points and my vivarium is now overflowing with springtails. They definitely aren't picky!

Do you have a water dish, rock or something similar at the bottom of your viv? If so, you could probably pick it up and find tons of little guys underneath.

Yes, I believe so. It used to be part of a butterfly net. I cut it up and washed it.

If you're looking to add some plants near the top of the cage, you could always grow some pothos up the branches or even up the back of the tank. I planted a new piece at the bottom of my viv and tied it up so that it would grow up my background.
