I asked John (my husband with all the snakes) on this one. If you are using a top lite in addition to heat tape or undertank heat tape you may want to take away the light. We use all undertank heat on all of ours and haven't had shed problems except for one jungle that about 1/2 the time retains one eyecap. What kind of hide does he/she have? You may want to add a moist hide. We use a small rubbermaid container 1/2 full of very moist spaghnum moss. Has the snake shed for you at all since you've had him/her? As juvies they should shed roughly every 4-6 weeks or so. If you are doing all this and still no luck or if it hasn't shed so far, I would say a vet trip is in order. I think you said there isn't a good snake vet in your area? If you are close to a big college, see if they have a vet med division. Or worst case, find a good vet in another area and explain the situation and see if they would do a phone consult. Those are hard since they can't see the critter but they may be willing. Best of luck.
As far as sexing, your best bet would be to take him to someone that can probe him. It's dangerous if you don't know how.
